On Wednesday, March 25 Franklin County commissioner vice-president Tom Linkel released a local emergency proclamation.

Effective that evening, Franklin County is under a Level Orange Travel Advisory. The advisory restricts travel only to essential trips. The proclamation lists obtaining groceries/food, necessary medical supplies/prescriptions, medical appointments or commuting to work in emergency situations. It recommends all business, schools, government agencies and other organizations to implement emergency action plans.

It directs all citizens to comply with necessary emergency measures and to cooperate with public officials and disaster services. All citizens must obey and comply with the lawful directions of properly identified officers.

Linkel explained the proclamation effectively brings the Directive for Hoosiers to Stay At Home released by Governor Eric Holcomb as an executive order on March 23 to Franklin County. Linkel added the Franklin County Sheriff’s Department is not going to be stopping people, but will begin to if the directive is being abused.
