January 31, 2024 at 1:47 p.m.
A jury of 12 found Gina Price of Richmond guilty on Jan. 16 of Causing Death while Operating a Motor Vehicle while Intoxicated (F4), Reckless Homicide, Recklessly Killing another Human Being (F5), and Causing Serious Bodily Injury when Operating a Vehicle with Schedule I or Schedule II (F5).
The charges stemmed from a collision in 2021 on West Clifton Road, west of Liberty, when Union County Highway Department workers Justin Moore, 42, of Brookville, and Douglas Scaggs, 62, of Liberty, were laying gravel to even the uneven shoulder caused by new asphalt when Price struck both Moore and Scaggs. Moore was pronounced deceased on the scene, and Scaggs was airlifted to Miami Valley Hospital in Dayton with serious injuries.
Price was uninjured in the crash but was transported to Reid Hospital for a chemical test. According to a Probable Cause Affidavit written by Indiana State Police Trooper Paul Harrison, Price’s chemical test results were positive for fentanyl and methadone.
The sentencing hearing will be held on Feb. 19 at 1:30 p.m. in the Union Circuit Court.
