Town Council Holds Budget Workshop

The Brookville Town Council, led by Curtis Ward, held a budget workshop on Aug. 25th. This meeting was a preliminary budget meeting to discuss requests and proposals to be visited and decided upon during the official budget meeting to be held in September.

Starting with Brookville Waterworks, the first in line for the budget meeting was a water tank needs painting. This water tank is near the high school and needs painted both inside and out. While there is no direct quote, the estimated cost is between $75K and $100K. This may be held off and addressed next year.

Next was the Brookville Wastewater Treatment Plant. There were three requests for the budget meeting. The first is a new control panel installation above the main lift station. The design is no longer qualifiable, and the attached quote equaled to $62K. Secondly is the East Clarifier, which needs to be overhauled. The West Clarifier was able to be overhauled in earlier projects. The quote is estimated between $200k and $250K. Lastly, a request of pay raise for Dwight Flaspohler. He has been an employee of the Town for over 30 years and holds various certifications. As of right now, he is the only employee who can perform certain tasks.

Following in the meeting was a request from the fire department for a new ladder truck. The total equals to $845,135. The first payment date would be Jan.y 15, 2023, at $50K, and a second payment on Jan. 15, 2024 for $100K. Further discussions will resume at the upcoming budget meeting, but as of right now, it will not be discussed in length.

The council next discussed the street and park proposals. The budgeted items included:
•Pick Up Box Broom - $10,938
•Playground Mulch - $5,769.38
•Garage Lift - $20,300
•Walkway (Hidden Valley) - $10,850
•Assorted Safety Signage - $2,495.54 (25 cones, 4 folding barricades, 4 men working, & 4 work ahead)
•Weed Eater - $539

The total proposal amount for the budget equals $50,891.20. Separately, the Salt Storage Bin equals to $53,600.

The walkway by itself is listed due to its state and has become a concern for those who use this walkway. There has been a request to either pave or concrete the walkway with the quote listed above ($10,850).

The last proposal is for the Randolph Park Playground. The quote for this is currently $50,560.

The police department has sent in a request of new equipment with a total of $36,000. They have a one-time purchase request to update their laptops, as their current ones are out of date. That total equals $10,000. The request is asked to be accepted for general/public safety. Also included are:
•Body Cameras (updated) - $26,880
•Patrol Vehicle/ Equipment - $40,000
•Equipment for Current Vehicles - $10,000

These additional requests were made regarding continual general/public safety. Further discussions will commence at the formal budget meeting.
Main Street Brookville has requested to be a line item in the budget at $44,550. They are asking for operational support and this amount covers 33% of their operating costs. Main Street Brookville's current operating cost for 2023 is $135,000, which is based on the 2022 operating budget of $120,000 plus additional expenses.
