Man found slumped over steering wheel arrested on multiple charges

In the early morning of Saturday, Feb. 11, Franklin County Sheriff's Department (FCSD) received a report of an unconscious male in a vehicle at a residence on Edgerton Street in Laurel. When deputies responded, they found Kevin Pflum, 44, of Brookville, slumped over the steering wheel of a Chevrolet pick-up truck. Additionally, deputies stated they observed what they believed was drug paraphernalia next to Pflum.
Upon waking Pflum, deputies said he resisted arrest before being taken into custody. As a result, Pflum was lodged at the Franklin County Security Center. Pflum was released after posting a bond in the amount of $1,055.
As a result of the arrest on Feb. 14, Pflum was charged with the following:
•Possession of Methamphetamine as a Level 6 Felony
•Operating a Vehicle as a Habitual Traffic Offender as a Level 6 Felony3.
•Resisting Law Enforcement as a Class A Misdemeanor4.
•Possession of a Controlled Substance as a Class A Misdemeanor
•Possession of Drug Paraphernalia as a Class C Misdemeanor
The initial hearing for the charges is scheduled for Feb. 28. Pflum filed to waive the initial hearing and a demand for a jury trial. Also, due to the arrest, Pflum was charged with Operating a Vehicle as a Habitual Traffic Violator-When Defendant's Driving Privileges are Suspended on Feb. 13.
As a result, an arrest warrant was issued and served on Thursday, Feb. 16, at about 3 a.m., by FCSD deputies, with the assistance of officers from the Brookville Police Department (BPD), at a residence in the 1200 block of Fairfield Avenue. During the arrest, Pflum was found in possession of a substance suspected to be methamphetamine, as well as drug paraphernalia. Deputies then applied for and received a search warrant for the residence. During the subsequent search of the residence, deputies seized additional methamphetamine, as well as other drugs and drug paraphernalia. Deputies also seized 17 guns as a part of their investigation.
Pflum was again taken into custody and lodged in the Franklin County Security Center. Pflum later posted a bond in the amount of $40,005. The initial hearing for the charge of Operating a Vehicle as a Habitual Traffic Violator is set for March 8, at 8:30 a.m. Pflum has filed to waive the initial hearing and request a jury trial.
As a result of the additional methamphetamine, other drugs and paraphernalia found during the execution of the search warrant, Pflum could face additional charges of:
•Possession of Methamphetamine, a level 4 felony
•Dealing Marijuana, a level 5 felony
•Possession of a Controlled Substance, a level 6 felony
•Possession of Marijuana, a class A misdemeanor
•Possession of Paraphernalia, a class C misdemeanor.
The Franklin County Sheriff's Department emphasized that Pflum’s preliminary charges as a result of the search warrant are only for booking and bail purposes. Once the investigation is completed, deputies will forward their findings to the Franklin County Prosecutor's Office for consideration of what, if any, additional formal charges will be filed.
Charges are merely an accusation and all criminal suspects are presumed innocent until proven guilty in a court of law.
