Charges filed in death of Union County Highway employee Justin Moore

After receiving the results from a toxicology report, the State of Indiana filed charges in Union County on April 18 against Gina Price, 37, of Richmond. She was charged with the following:

Causing Death When Operating a Motor Vehicle While Intoxicated (F4)

Reckless Homicide def. recklessly kills another human being (F5)

Causing Serious Bodily Injury when Operating a Vehicle with a Schedule I or II Substance (F5) 

The charges stemmed from an accident occurring on Oct. 18 2021, on a rural road west of US 27 in Union County. The accident resulted in the death of Union County Highway Department worker, Justin Moore, 42, of Brookville.

The initial investigation determined that two Union County Highway Department employees were outside of their vehicle working when a 2008 Honda driven by Price was traveling east. Price's vehicle struck Moore and Douglas Scaggs, 62, of Liberty.

Moore was pronounced dead at the scene by the Union County Coroner. Scaggs was airlifted by medical helicopter to Miami Valley Hospital in Dayton, Ohio, with serious injuries. Price was uninjured in the crash; however, she was transported to Reid Health for a chemical test as required by Indiana state law. 

Union County Judge Matthew Cox is presiding over the trial and found probable cause on April 19 and issued an arrest warrant. Price was arrested Tuesday afternoon according to Captain Shaun Tudor.
