The State of Indiana has filed charges on Gina Price, 37, of Richmond, stemming from an accident in 2021 on Clifton Rd., west of US 27 in Union County. The accident resulted in the death of Brookville resident Justin Moore, 42, and severe injury of Union County resident Douglas Skaggs.The initial investigation determined that on Oct. 18 two Union County Highway Department employees were outside of their vehicle working when a 2008 Honda driven by Price was traveling east. Price's vehicle struck Moore and Scaggs.Moore was pronounced dead at the scene by the Union County Coroner. Scaggs was airlifted by medical helicopter to Miami Valley Hospital in Dayton, Ohio, with serious injuries. Price was uninjured in the crash. Master Trooper Scott Keegan arrived on the scene to perform a crash investigation shortly after the accident occurred. According to the probable cause affidavit, Trooper Keegan determined that there was no weather affecting the roadway conditions at the time of the crash. The road was dry and clear, and no mechanical issues were found with Price's vehicle. Price called 911 after striking the workers and told police she initially believed she struck a pole but then stated she thought it was a person." Price said she was on her way to work and did not fall asleep and was not under the influence of drugs or alcohol.After the interviews were complete, Price was transported to Reid Hospital in Richmond, where a blood draw was done. The samples were collected and mailed to the Indiana State Laboratory.After receiving the results from a toxicology report, it was determined Price had fentanyl and/or Methadone or its metabolite in her blood at the time of the accident. The State of Indiana filed charges in Union County on Apr. 18 against Price. She was charged with the following:•Causing Death When Operating a Motor Vehicle While Intoxicated (F4)•Reckless Homicide def. recklessly kills another human being (F5)•Causing Serious Bodily Injury when Operating a Vehicle with a Schedule I or II Substance (F5)
Union County Judge Matthew Cox presides over the trial and found probable cause on April 19 and issued an arrest warrant. Price was arrested Tuesday afternoon without incident; an initial court hearing is set for May 5.
